A 9/11 survivor paid tribute to the victims at Ground Zero for the first time on the anniversary of the terrorist attacks. Bill Palmer, who was rescued from the rubble of the World Trade Center, laid a wreath and observed a moment of silence. Palmer, who suffered broken bones and other injuries, had not returned to the site since the attacks.
