Andrew Marshall, a longtime Defense Department consultant known as ‘Dr. Doom’ for his pessimistic views on national security, has announced his retirement. Marshall, 78, has advised every U.S. defense secretary since 1973. He will be succeeded by Michael Vickers, a former CIA officer and Pentagon official.
