John J. O’Donnell, a former Rhode Island House Speaker and longtime Cranston city councilman, died on Tuesday at Kent Hospital. He was 83. O’Donnell served as speaker from 1987 to 1992 and was a key figure in the passage of legislation that created the Rhode Island Economic Development Corporation and the Rhode Island Infrastructure Bank.
