An Amber Alert has been issued for a missing child in Warsaw, Missouri. The child, identified as 7-year-old Noel Skinner, was last seen near the intersection of Highway 54 and Highway 87 around 1:30 p.m. on Tuesday. He is described as being 3 feet 6 inches tall, weighing 50 pounds, with brown hair and blue eyes. The child was last seen wearing a blue shirt, blue jeans, and black shoes. The vehicle believed to be involved is a silver 2004 Chevrolet Silverado with a Missouri license plate of 8J5-571.
