A new video obtained by FOX 8 I-Team shows police staying back as street takeovers raged on in Cleveland. The video, taken from a helicopter, shows cars driving recklessly through the streets, burning rubber and performing donuts. According to witnesses, the takeovers have been happening almost every weekend in the same area. Cleveland police say they are aware of the situation and are working to address it.
